There are plenty of local eateries in Dien Bien Phu's centre around the Dien Bien Phu Hanoi Hotel. They're simple but the country style Vietnamese cuisine is good. You won't have any difficulty getting a bowl of pho or rice (com). There are quite a few dog meat restaurants around town as well. If you're curious, look for the words "thit cho".
