Travellers to Ha Giang province will need to pass by the town to process a travel permit with the local police. The town itself has nothing of major significance except the museum which is easily visited for 30 minutes or so. Plan to spend most of your time in and around Dong Van and Meo Vac. There are smaller towns also offering accommodation in the area - often in ethnic minority villages. The town at Quan Ba can also be a great base for some exploration. It all depends on how much time you have. Plan for at least 2 - 3 nights in the Quan Ba / Dong Van / Meo Vac area.
